OWLS diamonds are not a new idea, and have been used for many years in Europe. I studied such diamonds in service in Halberstadt, Germany, in 2001. Research work done on , as well as long experience with flange bearing over joints on port track age, such as at Savannah, Ga., and in other low-speed situations, indicates that the OWLS diamonds should not have a detrimental effect on the low speed crossing traffic. This is further reinforced by the fact that wheel flanges presently receive direct impacts at higher speeds, such as hitting joint bars on worn rail and metal debris in flange ways, without having caused any flange problems to my knowledge, either currently or in the past.
